These resources could be a combination of (1) money on hand, (2) personal wealth, (3) incumbency, (3) political action committees known to exist that are favorable to the candidate, (4) known track record of raising funds, (5) candidate quality and potential to win and how this affects donations, and (5) campaign team’s track record and skill at raising money.

3 = Reasonable financial condition of the campaign..
2 = Below average financial condition of the campaign.
1 = Poor financial condition of the campaign.
0 = The campaign has no detected financial resources–including a willingness of the candidate to invest in the campaign.
