Political Savvy:  Candidates scored based on their level of awareness of how the “system” works, ability to avoid being a punching bag for the opposition, and turning political factors to their favor.  Politically savvy is scored based on:

5 = Extremely Good – has or currently holds a public office, established history of very effective ability to navigate complex political environments
4 = Very Good – Above average capabilities based on a known good track record as a politician or through demonstrated actions in participating in political campaigns or similar activity.
3 = Good – Average capabilities based on a track record as a politician or has volunteered on political campaigns. Or has the type of life experience that could reasonable predict a fast learning curve and/or this new candidate brings in seasoned advisers.
2 = Limited – Below average capabilities based on a known track record as a politician, through demonstrated actions in participating in political campaigns or similar activity, or limited life experience considered useful for this capability.
1 = None at all – Unknown individual, has never run for office or volunteered on a political campaign and/or their background shows little to no experience that would be useful to predict effectiveness in complex political situations.
